Chloe Brown is an Associate in Newsteer’s Planning team, helping clients shape robust planning strategies from early feasibility through to submission and determination. She advises across large-scale residential, co-living, PBSA, renewable energy, healthcare and education projects, combining detailed planning knowledge with a clear understanding of commercial objectives.
Her work includes planning strategy, application preparation and the coordination of multidisciplinary inputs. Chloe has supported major residential-led development in London, co-living and PBSA portfolios across a range of locations, and solar and battery storage schemes across the UK.
Chloe brings structure and clarity to complex planning work. She works closely with clients and consultant teams to identify risks, manage technical inputs and keep submissions progressing. By connecting policy requirements with commercially realistic routes to consent, she helps clients make confident decisions and maintain momentum through the planning process.
