Newsteer advised GA Constructions on the planning, viability and affordable housing strategy for Soap Works in the South Acton Industrial Estate. The approved co location scheme combines expanded commercial and industrial space with a café and 124 homes in a building of up to 18 storeys.
The client’s challenge
The client needed to increase employment floorspace and introduce new homes on an industrial site while responding to Ealing’s South Acton LSIS masterplan, affordable housing requirements and the practical demands of delivery.
Our solution
Newsteer managed the planning strategy for a scheme providing commercial and industrial floorspace across the ground, first and part second floors, representing a 22% increase on the existing provision. The proposals also include a café, 124 homes and an adoptable standard road designed to support this and neighbouring commercial sites. Newsteer provided viability and affordable housing advice through the GLA fast track route and is now advising on section 73 and section 96A amendments and the discharge of planning conditions.
Beyond advice: how we added value
The planning, viability and affordable housing work was considered as one delivery strategy. This helped reconcile the site’s industrial role, housing ambitions and changing market conditions while retaining infrastructure that supports the wider South Acton employment area.
Outcomes and impact
The application was submitted in 2023, secured a resolution to grant in February 2024 and was approved in February 2026. Viability and affordability discussions resulted in an agreed £1 million payment in lieu of on site affordable housing. Following the site’s sale, the new client is progressing towards a start on site with Newsteer supporting amendments needed to make the consent deliverable.”
