The project needed to unlock a constrained car park and petrol filling station site while managing height, density, affordable housing, parking and the continued operation of surrounding uses.

Newsteer provided planning, affordable housing, agency and viability advice through an initial higher-density proposal, a refusal and a subsequent revised scheme for 278 Build to Rent homes.

The team stayed with the project through refusal and redesign, using planning and viability evidence to reshape the proposal rather than allowing the first decision to stall the development. Newsteer connected the land transaction, planning strategy and operational car park requirements, helping reshape the refused proposal into a consented development that could coexist with the retained Tesco and surrounding uses.
Outcomes and impact
The revised 278-home scheme progressed onto site, with parking reconfigured for Tesco, restaurant and residential users. The approved Build to Rent project has been completed.
