The client’s challenge
The Trust needed to modernise clinical and operational infrastructure on a constrained, live hospital campus while maintaining resilient services and progressing its long term estate and net zero objectives. They required a flexible planning framework capable of supporting multiple interconnected healthcare projects on a live and operational hospital site.

Newsteer led a hybrid planning application combining outline and detailed elements and continues to advise on detailed design, infrastructure, condition discharge and amendment applications.

The hybrid strategy created a planning framework broad enough to support long-term investment while still giving detailed certainty where projects were ready to progress.
Outcomes and impact
The initial hybrid application was approved by the Planning Committee in April 2023, with Newsteer continuing to support detailed design and delivery. Planning permission for the Energy Centre was secured in December 2025. By moving towards electric heat pumps powered by green electricity is expected to reduce carbon emissions by around 80%.
