David Brown is a Director in Newsteer’s Planning team, helping lenders, receivers, investors, developers and property owners understand planning risk and identify opportunities to protect or create asset value. He advises on asset strategy, brownfield regeneration, portfolio rationalisation and development management, with extensive experience across residential and mixed-use projects throughout the UK, including traditional housing, PBSA, co-living and hotel schemes.
David works with lenders to assess the planning position of individual transactions and wider loan books. He also advises receivers on distressed assets, using planning strategy to strengthen an asset’s position, support disposal or identify a viable route to repositioning and development. He has a proven track record of accelerating asset and portfolio growth, as well as leading rationalisation and transformation strategies to maximise value.
Working collaboratively with valuation, development and transaction specialists, David connects planning potential with wider commercial objectives. His experience also extends to advising private and public sector landowners, including NHS Trusts across the UK, helping them realise value from surplus and underutilised land. His practical approach helps clients understand their options, prioritise action and make informed decisions where planning risk, timing and delivery can materially affect value.
