Newsteer tested the viability and infrastructure requirements of co location and industrial intensification options at South Acton Industrial Estate. Our modelling of land values, heights, affordable housing and delivery mechanisms helped shape zoning and funding proposals for a high quality mixed use masterplan.

The client’s challenge

The client needed to demonstrate how new residential accommodation could be incorporated into the existing industrial estate viably and what infrastructure would be required to make the place a great place to live.

Our solution

Supporting the multidisciplinary team led by Haworth Tompkins, Newsteer tested a range of development assumptions at different heights and affordable housing assumptions to articulate where residential schemes would be viable compared to the existing use value of the development plots. These in turn shaped the size of the individual development plots and articulated guidance on height caps.

Beyond advice: how we added value

Our detailed experience of SIL masterplans and co-location evidence provided expert advice on the likely forms of development that would be viable as a co-location typology and what design choices would impact on the value of retained industrial or co-located industrial space.

Outcomes and impact

Shortlisted for the NLA 2024 Masterplans and Area Studies, the adopted masterplan has guided development in the LSIS with many new co-location schemes now consented and delivered.
