Newsteer is supporting the London Borough of Hounslow on Convent Way, a significant estate regeneration opportunity with plans for around 750 homes alongside new public spaces, community facilities and commercial uses.
The client’s challenge
Located in low-value part of Southall, the estate was constructed using ‘Wimpey No Fines’ construction methods and is beyond its economic life. Promoted for regeneration over a number of years, the Council needed a credible delivery strategy to realise the comprehensive regeneration of the estate.
Our solution
Newsteer provided a detailed financial delivery strategy to demonstrate what changes to the previosuly submitted planning application needed to be made to achieve a viable scheme. This supported the Council’s GLA funding application for the 2026-36 SAHP and cabinet approval to proceed to appoint a development partner to support the delivery of the estate. Newsteer is retained to promote further changes to the scheme and a new planning application alongside financial modelling support, business case writing and procurement advice.

By shaping a credible delivery strategy early, the market will have confidence in the Council’s ability to support the delivery of the scheme.
Outcomes and impact
A defined development partnership route and supporting business case work are being progressed for the estate with Preliminary Market Engagement set for later in 2026.
