Newsteer is instructed by Be First, the London Borough of Barking and Dagenham’s regeneration company to advise on the delivery strategy for the regeneration of the Dagenham Heathway shopping centre in Dagenham. The shopping centre sits beneath Millard Terrace, a social housing estate owned by the Council and in need of regeneration.
The client’s challenge
The asset was in poor condition with residents and commercial tenants of the shopping centre suffering persistent issues with water ingress. The centre could not be severed structurally to facilitate a phased decant on-site and the client needed an alternative delivery solution.
Our solution
Newsteer advised on a comprehensive delivery strategy, identifying two additional decant sites and testing the viability of joint-delivery via an investor-developer. Newsteer have provided detailed cashflows and development advice supporting the business case for redevelopment across the three sites which was approved in 2025. Newsteer are now supporting the progression of the three planning applications, providing joined-up viability and delivery advice to the Council’s business plan whilst also leading on soft-market testing the opportunity with contractors and developers.

Outcomes and impact
Cabinet resolved to progress with the three planning applications and delivery strategy with all applications due to be submitted before the end of 2026. Newsteer is advising on the Financial Viabliity Assessment for the three schemes on behalf of the Council.
