Newsteer provided a comprehensive property service to the London Borough of Waltham Forest to support the regeneration of three strategically important sites around Lea Bridge Station in Leyton. The project brings together new homes, commercial space, public realm and significant transport infrastructure.
The client’s challenge
The Council needed to bring forward three complex sites while balancing land assembly, viability, procurement and delivery considerations. Often described as some of the most challenging development sites in North London, the project required a commercially robust route to selecting a development partner and progressing the scheme through planning and delivery.
Our solution
Newsteer designed and led the competitive dialogue procurement process to appoint a development partner, advising on the procurement strategy and leading the financial and commercial negotiations. Following the appointment of London Square, our role expanded to include land assembly and acquisition, CPO and appropriation advice, viability, grant funding support and ongoing management of the Development Agreement.
Beyond advice: how we added value
Rather than treating procurement, land assembly and viability as separate workstreams, Newsteer brought them together around the Council’s wider regeneration objectives. Our multidisciplinary team remained involved from development partner selection through planning and into delivery, helping the Council navigate key commercial decisions as the project evolved.
Outcomes and impact
London Square was successfully appointed as development partner and planning permission secured for a major mixed-use regeneration scheme comprising 345 homes, 50% affordable housing, around 2,000 sq m of commercial space, a new station entrance and more than 500 trees. Newsteer continues to provide commercial support to the Council following the award of GLA grant funding, helping maintain momentum towards delivery.
