Newsteer tested the viability and infrastructure requirements of co-location and industrial intensification options at South Acton Industrial Estate. Our modelling of land values, heights, affordable housing and delivery mechanisms helped shape zoning and funding proposals for a high-quality mixed-use masterplan. We have also advised on and secured planning permission for four sites within the LSIS.

The client’s challenge

The client needed to demonstrate how new homes could be incorporated viably into the existing industrial estate, while retaining and intensifying employment uses and creating a high-quality place to live and work.

Our solution

Supporting the multidisciplinary team led by Haworth Tompkins, Newsteer tested development assumptions across different building heights and affordable housing requirements. This established where residential development would be viable against the existing-use value of individual plots, helping to inform plot sizes and guidance on building heights.

Building on this strategic work, we have provided planning advice and secured consent for four sites within the LSIS.

Beyond advice: how we added value

Our experience of SIL masterplans, co-location and planning policy helped identify viable forms of development and understand how design decisions could affect the value and operation of retained or co-located industrial space.

Outcomes and impact

Shortlisted for the NLA 2024 Masterplans and Area Studies award, the adopted masterplan is guiding development across the LSIS. Four sites advised on by Newsteer now have planning permission, two are being built out, and we continue to provide planning advice as delivery progresses.
