Newsteer has advised the London Borough of Waltham Forest on land assembly, compulsory purchase and planning for the regeneration of Avenue Road Estate in South Leytonstone and Marlowe Road Estate.
The client’s challenge
Both programmes required the Council to assemble third party interests so estate regeneration could proceed. At Avenue Road, the proposals involved demolition of the Bisson Large Panel System blocks and delivery of new private and affordable homes. At Marlowe Road, 50 freehold or long leasehold interests acquired through Right to Buy needed to be assembled to enable 436 homes to replace the existing 214.
Our solution
For Avenue Road, Newsteer prepared and implemented the CPO promotion programme, managed land referencing, prepared CPO documents with the Council’s legal advisers and advised on appropriation and rights to light. For Marlowe Road, the team led the compulsory purchase process and provided compulsory purchase and planning evidence at the public inquiry.

The two instructions demonstrate a consistent approach from detailed land referencing and owner engagement through to statutory process and inquiry evidence, linking land assembly to the planning and delivery case for each estate.
Outcomes and impact
At Avenue Road, 91.5% of residents who voted supported redevelopment, and the CPO programme was progressing at the date of the brochure. At Marlowe Road, the CPO was confirmed in full following a public inquiry and redevelopment was underway. Current delivery status for both estates should be confirmed.
