David is a leading professional in development consultancy, with a specialism in the field of compulsory purchaseland assembly and compensation.  He advises acquiring authorities, developers and those affected by compulsory purchase on all aspects of the CPO and compensation process, as well as overcoming other impediments to delivery (restrictive covenants, rights to light, etc.).  David also provides specialist consultancy advice on public sector land, the release of development opportunities and the compilation of viability studies for funding submissions. 

David represents a broad base of clients in the promotion of Compulsory Purchase Orders and the negotiation of claims for compensation on behalf of both acquiring authorities and land owners and occupiers facing acquisition.  Whilst most of David’s work focuses on the use of compulsory purchase powers, he regularly provides advice on general land assembly matters in respect of addressing restrictions on title, rights existing over development sites, etc. often through the use of a local authority’s ‘appropriation’ powers. 

David is currently advising local authorities and/or their development partners on land assembly and CPO matters on several regeneration and estate renewal schemes including: 

  • Brent Cross Cricklewood (LB Barnet and Argent Related),  
  • Gascoigne Estate (LB Barking & Dagenham and BeFirst) 
  • Hounslow High Street Quarter (LB Hounslow and Barratt London),  
  • New Bermondsey (Renewal), 
  • Nicholsons Shopping Centre (Areli Real Estate and RB Windsor and Maidenhead) 
  • Woolwich Exchange (RB Greenwich, St Modwen and Notting Hill Housing),  
  • Woolwich Leisure Centre (RB Greenwich)  

Past projects in which David has advised include Bargate Shopping Centre (Tellon Capital and Southampton City Council), Canterbury Riverside (Linkcity and Canterbury City Council) and Marlowe Road Estate (LB Waltham Forest).  

David has also advised property owners and occupiers who are having their property interests affected by the delivery of Crossrail, HS2, Thameslink and the Olympic Park as well as several regeneration schemes. Clients include Tesco, Sainsbury’s, Asda, John Lewis Partnership, Greene King and Waterstones. 

In addition, David provides development consultancy advice, particularly in relation to public sector land and assets, with a focus on the release of development opportunities, the securing/reporting of best consideration and the structuring of transactions to ensure returns are optimised.  

Highlights

  • Advising on all CPO and compensation matters relating to the delivery of the Brent Cross Cricklewood development, one of the largest and most transformational projects in the UK
  • Advising Renewal on land assembly, delivery strategy and viability modelling for the New Bermondsey development, including supporting a successful Housing Zone funding bid for the delivery of key infrastructure.
  • Advising Thanet District Council on compensation matters relating to Dreamland, Margate including giving expert evidence to the Tribunal in a case which was decided wholly in favour of the Council.
  • Advising on the implementation of a infrastructure funding regime to enable the delivery of new development at Charlton Riverside
  • Advising on the land assembly for the Hounslow High Street Quarter development, including obtaining a confirmed CPO, and seeing the development transform Hounslow town centre.
