Paul Manning is a Director in Newsteer’s Planning team, helping clients unlock complex urban development through planning strategies that respond to policy while remaining commercially deliverable. He advises across regeneration, mixed-use, residential-led redevelopment, co-location, retail, commercial and industrial projects in London and the South East.

Paul brings detailed knowledge of London planning policy and borough-level housing requirements, together with a strong understanding of the commercial realities behind development. His project experience includes major residential and mixed-use schemes in Ealing and strategic growth and town centre projects in Luton, where planning amendments secured significant increases in housing numbers and building heights.

He works with clients and consultant teams to balance housing, employment, design quality, viability and local policy priorities around a clear route forward. Paul’s advice is practical and commercially grounded, helping development teams navigate policy complexity without losing sight of the outcome they need to deliver.
