Mark is one of London’s most exciting new Real Estate professionals. A chartered planning and development surveyor, he is a leading advisor in development consultancy, with specialisms in public procurement, development valuation and land assembly. With unrivalled experience of highly contentious and challenging large scale property development for both the public and private sectors, Mark is known for his empathetic client and stakeholder management coupled with shrewd commercial advice.

Mark has acted as lead negotiator and commercial advisor for many local authorities and public sector clients during the public procurement under OJEU of development partners to deliver regeneration or major development schemes. Mark’s experience is wide-ranging and covers initial strategy and brief setting, through to commercial and legal negotiation of development agreements, leases and licences.

A friend of the public sector, Mark has worked both in-house and as an external advisor for many authorities across England for over 10 years to maximise the public benefit that can be realised through development. Through his experience in delivering private sector development projects, he provides market-facing advice to ensure client’s commercial position is preserved and/or enhanced through negotiation.

Mark is currently advising local authorities and/or their development partners on land assembly and CPO matters on several regeneration schemes including:

  • Woolwich Exchange (RB Greenwich, St Modwen and Notting Hill Housing)
  • Abbey Barn North (Buckinghamshire County Council)
  • Lea Bridge Station Sites and Low Hall Depot (LB Waltham Forest)

In other instances, Mark provides development valuation advice for clients as well as advice for landowners and developers affected by the threat of CPO and is currently doing so on a number of schemes throughout the country.

Highlights

  • Advising on all property related matters including, delivering the competitive dialogue selection of a development partner and land assembly, for the Lea Bridge Station Sites in Waltham Forest, a transformational scheme delivering major rail infrastructure and public amenities alongside c.350 homes.
  • Advising on all property matters including the release of two restrictive covenants, separate consent from two Secretaries of State, public procurement of a delivery partner and delivery of a hybrid planning application including greenbelt release for a new 10FE secondary school funded by 150 homes in Hertfordshire
