Mark is a chartered planning and development surveyor, and a leading advisor in development consultancy, public procurement, development valuation and land assembly.
Mark advises Council’s across the country on delivering development projects at both the city-wide and individual site-level scales.
He is a skilled and pragmatic negotiator, adept at protecting his client’s interests and maximising returns for the public purse whilst enabling delivery of complex projects.
In his valuation work, Mark undertakes Financial Viability reviews for local planning authorities reviewing submissions prepared by applicants.
He also provides expert valuation advice on behalf of claimants that have had their land compulsorily acquired by infrastructure projects – in particular, HS2.
Mark’s deep knowledge and experience of the development market ensures his clients get the advice they need to maximise public outcomes in partnership with the private sector

- Advising on all property related matters including, delivering the competitive dialogue selection of a development partner and land assembly, for the Lea Bridge Station Sites in Waltham Forest, a transformational scheme delivering major rail infrastructure and public amenities alongside c.350 homes.
- Advising on all property matters including the release of two restrictive covenants, separate consent from two Secretaries of State, public procurement of a delivery partner and delivery of a hybrid planning application including greenbelt release for a new 10FE secondary school funded by 150 homes in Hertfordshire
- Designing and leading the procurement process of Convent Way a c.900 estate regeneration scheme in Hounslow.
- Negotiated terms for the variation to a development agreement to deliver 380 affordable homes at Lea Bridge Station Sites in Waltham Forest.
- Provided development delivery, viability and intervention tools for the Southampton Renaissance masterplan.
- Provided strategic development, valuation and market research advice at the city-wide scale for the regeneration of Temple Meads and St Phillips Marsh as part of the Temple Meads masterplan in Bristol.
- Negotiated and settled a complex CPO claim in the west midlands for a developer who had a large proportion of their development site acquired by HS2 during construction.
- Delivered Financial Viability Reviews on complex development sites in LB Hackney, RB Greenwich and LB Barnet.
