We were appointed by Test Valley Borough Council as the lead consultant to deliver this project. The client commissioned a masterplan for the retail-focused town which was devised during the Covid-19 pandemic and required advice as to its deliverability post-pandemic. The masterplan split the town into four action areas with the centre-piece being the regeneration of the Chantry Centre, a large shopping centre within the Council’s ownership. The Newsteer team has advised on how a viable and deliverable plan for this regeneration could be implemented to achieve the masterplan’s aims and attract the right partner(s) to deliver it.

• Acting as lead consultant we provided overall Project Management services to lead a multidisciplinary team of architects, planners, designers and cost consultancy support to provide a comprehensive strategy for implementing the delivery of the masterplan.
• Newsteer led on the provision of specialist property and financial deliverability advice, testing multiple redevelopment options and providing valuation advice for a number of Council-owned ‘feeder sites’ to contribute to the overall regeneration opportunity.
• We developed a comprehensive, dynamic financial model testing different phasing scenarios to articulate the optimal funding and delivery route for the final design.
