Government’s New Hospital Programme update: Clarity, commitment…and challenges

Planning Director, Jessica Wilson, reflects on the Government’s review of the New Hospital Programme (NHP).

While some may not be surprised by the findings, the update does bring greater transparency and renewed commitment to a programme that has faced significant scrutiny.

One of the key takeaways is that the previously touted “40 new hospitals” were not quite as “new” as initially presented. However, the Government’s continued endorsement of the NHP is an important and positive step. The update provides much-needed clarity on which projects are included, alongside a more realistic timeframe for their delivery—something many NHS Trusts have long been waiting for. This certainty will help healthcare organisations plan more effectively at a local level.

For some, though, the announcement will have come with disappointment. The introduction of “waves of delivery” means that while some projects can now move forward, others will be waiting significantly longer. In the meantime, Trusts must navigate shorter-term improvements, feasibility studies, and planning, ensuring that vital preparatory work continues while awaiting their turn in the programme.

Beyond the NHP itself, the NHS faces further infrastructure challenges, including the need to meet Net Zero targets, comply with the Building Safety Act, and tackle significant maintenance backlogs. The Government’s role in supporting Trusts to address these issues remains critical.

While the latest update may not be universally welcomed, it does reaffirm that the need for major NHS infrastructure investment has not changed. The road ahead may be long, but this re-commitment to the NHP is a step forward in what will undoubtedly be a complex and evolving ‘wave’ of a journey.
