During his 30 years in the property industry Richard has advised clients across all areas of Corporate advisory work and over the last 18 years has provided high quality development consultancy advice. He has been involved in the identification and acquisition of sites for large mixed-use developments and advising on all aspects of these schemes with regard to the design and added value process from their inception through to delivery. 

This advice includes; advice on land purchase, liaison with architects in respect of appropriate schemes to maximise value and deliverability, viability advice through the planning process and advice on disposal routes. He has also been involved in putting together disposal strategies for clients with major surplus landholdings. 

Richard is responsible for all aspects of financial viability work for clients. In the current market Richard provides invaluable advice on the use of financial models in the planning process to ensure development deliverability.  

The negotiation of complex s.106 agreements with local authorities and the GLA considering not only the affordable housing element but the viability of the overall scheme is paramount in achieving deliverable market facing schemes. Richard has worked with many clients across the majority of the London Boroughs and is well respected in this field. 

Richard recently provided development consultancy input to a London NHS Foundation Trust in respect of their procurement of a development partner for a major development site and has also been working with a charity working under a similar OJEU compliant process to procure a development partner to deliver the trust new facilities on their site to be paid for by an enabling residential development. 

Richard also carries out scheme development valuation advice for clients for all purposes including “Red Book” valuations. 

Highlights

  • Tesco Mixed Use Projects -Delivery of a number of major mixed use schemes on behalf of Tesco including Highams Park which Richard oversaw from its planning inception through to delivery of the store, 220 dwellings, employment floorspace and community space
  • Vinci St Modwen New Covent Garden Market - After negotiations based upon the submitted FVA a base level of 20% affordable with a cascade mechanism to ensure a minimum affordable housing receipt was agreed. More importantly it was agreed that there should be no review mechanism significantly reducing the risk of the scheme. The scheme will provide over 3,000 units in the Vauxhall Nine Elms area
  • Retirement Villages Planning appeals – Appeared at two planning inquiries on half of Retirement Villages giving evidence in respect of the viability of this class of property and its delivery through the planning process. Both appeals were successful
  • Tesco Air Rights – Oversees the Tesco Air Rights projects and has given advice on numerous sites from early viability inception to disposal to development partners. Tesco at Kennington is currently being delivered by Berkeley and will provide a new 40,000 sq ft store and circa 500 new homes
  • Camden and Islington Health Trust – St Pancras Hospital – OJEU Procurement process appointing Argent as delivery partner
